Career

Frank Hughes is a partner in our Glasgow office. He has extensive experience in insurer-related litigation stretching over 30 years.

Frank specialises in complex, large loss cases, emerging risks, and cross border disputes. He has litigated in the Supreme Court.

In recent years Frank has prioritised developing a Scottish based Abuse litigation practice following the 2017 Scottish Limitation reforms. He has conduct of litigation at the cutting edge in this subject, with one of the earliest decisions on the subject to reach the Scottish Appeal Court (Inner House) and he is awaiting a judicial decision that will update the untested Scots law on vicarious liability, as well as conducting litigation on challenging untested aspects of the subject in Scotland, such as failure to remove, as well as engaging for clients with the Scottish Government regarding Redress and with the Scottish Child Abuse Inquiry. He convenes the Scottish FOIL SFT on Abuse claims.

He continues too to be involved in engaging with emerging risks, having been instructed in one of the earliest of the few Scottish Group proceedings, whilst still maintaining a strategic role in CAT/Large Loss litigations.

Frank is an author of an online resource on Scottish court procedure and has acted as an expert witness in solicitors’ negligence cases.

An accomplished speaker, Frank has presented nationally and internationally on insurance-related subjects on many occasions.

For many years, he tutored at Glasgow University on judicial review and on the liability of public authorities at Glasgow University. He has mentored disadvantaged law students.
