Tom joined Holmes & Hills’ Planning & Development Team in 2013 having previously held positions as Head of Planning at another regional law firm and Principal Solicitor at Colchester Borough Council. Tom has over 16 years’ experience in Planning Law.

Tom has a wealth of experience advising clients on all areas of Planning Law including Section 106 Agreements, enforcement notices, applications for certificates of lawfulness, listed buildings orders, planning applications, and planning permissions.

Tom has particular expertise in advising local authorities, large companies, and developers on Environmental and Highways Law, adding significant strength to the team’s expertise in these areas, to the benefit of clients.

Tom’s work highlights include drafting a complex s106 agreement for a development on former agricultural land which provides for approximately 370 new dwellings with a total of over ?1.5 million contributions and assisting with a claim in the High Court for Judicial Review for a large, mixed residential and retail development in London.
